If there was a genetic change i could make to myself to avoid, say, Alzheimer's, i'd probably go for it. Such a change might be introduced via virus. There's already testing for a virus introduced change that combats liver cancer.
At the fertilized egg point, i'd be interested in avoiding Down's, and other genetic diseases. If there was an easy fix for heart disease, i might go for it. If there was an easy change to avoid short attention span (which i do not consider to be a disease) i might go for it. The changes would have to be clinically proven.
It's possible that in the very near future, we'll have to radically restrict birth. There are too many of us. We can't restrict it to zero. But the ratio of people to newborns might be very, very high. And we might therefore have the resources to lavish on the very few of the next generation. We wouldn't have to call it eugenics. It'd be fine as long as you're careful to avoid racism, etc. We might even have to be careful to specifically include diversity in the gene pool.
